Our team investigated the full range of options available to the Town to achieve their objectives of stimulating investment, creating a civic gathering place and a catalyst for economic growth, maximizing built form intensification, and creating structured parking facilities to replace municipal lots. Our team determined the risk profile and budget impact of each development option, as well as several ownership structures, including the design-build or design-build-leaseback. Our recommendations were accepted by Town staff with a presentation to Town Council in August 2018.
