Franklin Holtforster B.Sc., P.Eng., PMP, LEED AP, ICD.D
President and CEO
A born entrepreneur and business leader, Franklin is the CEO of Colliers Project Leaders. Founded in 1989, the company has grown into Canada’s leading real-property project management firm. As an engineer, contractor and project management consultant, he has directed major capital projects for private and public sector clients across Canada. Franklin is a skilled storyteller, regularly presenting on topics related to construction procurement and intentional leadership.
Gordon Kack P.Eng., M.E.Sc., PMP, LEED AP
Chief Operating Officer
Gordon has 30 years of experience in the construction industry, including the establishment of two consulting practices. He has led the successful delivery of hundreds of commercial, municipal, institutional, and retail projects throughout Canada. He has extensive expertise in delivering specialized project management services requiring rigorous quality, cost, sustainability and schedule control. Gordon is responsible for the compliance of Colliers Project Leaders’ quality assurance program with ISO 9001:2015 requirements and all aspects of operational excellence.
Oliver Huls CPA, CMA
Chief Financial Officer
Oliver has over 20 years of experience as a finance professional in the construction industry. In previous roles, Oliver raised financing for client capital projects, implemented ERP systems, and was responsible for corporate reporting. He brings in-depth experience beyond finance, accounting, mergers and acquisitions and risk management, including corporate services, marketing, technology and strategic implementation. As Chief Financial Officer, Oliver leads Colliers Project Leaders’ Finance and Accounting, Information Technology and Operations Administration teams.
Olivia MacAngus
Chief Development Officer
Olivia MacAngus brings over a decade of experience in government, procurement, and infrastructure. In previous roles, Olivia has led business development activities and government relations across Canada. She has played an integral role in developing policies and guidelines for the implementation of infrastructure procurement throughout the federal government. As Chief Development Officer, Olivia leads Colliers Project Leaders’ business development and marketing, strategic planning, and development of new services.
